Introduction

The application of financial reporting transparency is a crucial aspect in the management of public finances, particularly for regional apparatus organizations (OPD) in Medan City. This study aims to explore the effect of several factors, namely environmental uncertainty, accessibility of financial statements, external pressure, internal control, and management commitment, on the implementation of transparency in financial reporting. The findings of this study will provide valuable insights for OPD management to increase financial reporting transparency and build public trust through better accountability and transparency in the management of public finances.

Financial reporting transparency is essential for OPD to ensure that public funds are used efficiently and effectively. Research Methodology

This study employed a saturated sampling technique, where all respondents who meet the criteria were included in the study. A total of 105 OPD employees from 35 OPDs involved in the preparation of the budget, including the Head of Service, Treasurer, and the Head of the Financial Sub-Field, were surveyed. Data analysis was carried out using several steps, ranging from descriptive statistical analysis, data quality test, classical assumption test, to multiple linear regression analysis. Hypothesis testing was conducted through simultaneous tests (F-test) and partial tests (T-test) and the coefficient of determination was determined using SPSS software.

Research Findings

The results of this study showed that environmental uncertainty, accessibility of financial statements, external pressure, and management commitment had a positive influence on the application of financial reporting transparency. This means that the higher the uncertainty of the environment and accessibility of financial statements, the greater the application of transparency that can be done. External pressure, such as community demands or government regulations, also encourages OPD to be more transparent in financial reporting. On the other hand, management commitment is very important in encouraging transparency culture in the organization.

However, interestingly, internal control has a negative influence on the application of financial reporting transparency. This may be caused by a control policy that is too strict or bureaucratic that can hamper the financial reporting process that should be more open and transparent.

Conclusion

Overall, this study shows that all independent variables studied have a significant effect on the application of financial reporting transparency in the Medan City OPD. Therefore, it is essential for management to understand and manage these factors in order to increase financial reporting transparency. Thus, OPD not only meets regulatory demands but also builds public trust through better accountability and transparency in the management of public finances.
