Introduction

The implementation of non-smoking areas (KTR) in Medan City is regulated in Medan City Regional Regulation No. 3 of 2014. Methodology

Data was collected through in-depth interviews, documentation studies, and observations. The informants in this study consisted of ten people, including representatives from the Health Office, Operational Supervisors, Cleaning Service officers, security, sellers in stores, sellers in the canteen, and mall visitors.

Results

The results showed that the implementation of KTR at Millennium Mall was not effective. The low level of compliance from visitors and mall employees against regulations is one of the main causes. Research notes that there are still many cigarette butts scattered in the mall area, and there are employees and visitors who smoke in and around the mall. This reflects the lack of awareness and discipline in complying with existing policies.

Discussion

The results of this study indicate that the implementation of KTR at Millennium Mall is not effective. Tighter Supervision: It is recommended to prepare the Standard Operating Procedure (SOP) for the KTR Monitoring Team. This team needs to be trained to carry out their duties in accordance with applicable regulations, so that supervision can be carried out consistently and effectively.
Monitoring and Evaluation: It is important to conduct continuous monitoring of the implementation of KTR. The supervisory team needs to be alert in conducting an evaluation to ensure that the whole process goes according to plan. Thus, it can be seen the factors that inhibit and the steps that need to be done.

The implementation of non-smoking areas at the Millennium Mall is not effective. The low level of compliance from visitors and mall employees against regulations is one of the main causes.
