The Influence of Individual Capabilities, Business, and Organizational Support on the Performance of TB Cares Village Cadres in the Management of Lung TB Diseases in North Aceh Regency

Introduction

Pulmonary tuberculosis (TB) is a major public health problem in many parts of the world, including Indonesia. In North Aceh Regency, the data shows that the scope of the discovery of new cases increased from 32.9% in 2008 to 58.9% in 2010, with a total of 803 new cases of pulmonary TB registered in 2010. The scope of the positive BTA case reached 42.9%, while the healing rate of TB sufferers increased from 80.7% in 2003 to 89.6% in 2009 (North Aceh Health Office, 2010). Despite progress, there are still challenges that must be faced in dealing with this disease.

The Role of Village Cadres in TB Prevention

In an effort to overcome pulmonary tuberculosis, the role of village cadres is very important. Village cadres are individuals who are responsible for providing health services and education to the community. They play a crucial role in the prevention and control of TB, as they are the first point of contact for many people in the community. In North Aceh Regency, the village cadres are responsible for conducting TB screening, providing education and counseling to the public, and referring suspected cases to the health center.

The Importance of Individual Capabilities, Business, and Organizational Support

The performance of village cadres in TB prevention is influenced by several factors, including individual capabilities, business, and organizational support. Individual capabilities refer to the skills, knowledge, and attitudes of the cadres. Business refers to the resources and support provided by the local government and related organizations. Organizational support refers to the policies and procedures in place to support the work of the cadres.

Methodology

This study aims to analyze the influence of individual abilities, efforts, and organizational support on the performance of TB Cares Village cadres in the prevention of pulmonary TB in North Aceh. Through the explanatory survey method, this study includes the population of 150 TB Caring Village cadres in the district, carried out between April 2011 and January 2012. The data obtained were analyzed using multiple linear regression to explore the relationship between variables.

Results and Discussion

The results showed that several factors contributed significantly to the performance of cadres. Among these are talents, interests, personality factors, motivation, training, development, and management support. However, work ethics and task design do not show a significant effect on cadre performance. Of all the factors analyzed, motivation is the most dominant factor that affects the performance of cadres in the prevention of pulmonary TB.

Motivated cadres tend to be more proactive in finding and detecting new cases, as well as conducting counseling to the public about the dangers of TB. Therefore, it is important for local governments and related organizations to pay attention to this aspect of motivation in the recruitment and cadre development process.

Recommendation

Based on the results of the study, it is recommended that the sub-district head and village head conduct cadre recruitment processes based on individual talents, interests, and motivation. Continuous coaching through further training can improve the ability of cadres in handling cases of pulmonary TB, which is expected to increase the number of TB sufferers detected. In addition, the implementation of supervision regularly is very important to provide direct guidance, so that cadres can continue to increase individual knowledge and skills.

In conclusion, the performance of village cadres in TB prevention is influenced by several factors, including individual capabilities, business, and organizational support. Motivation is the most dominant factor that affects the performance of cadres in the prevention of pulmonary TB. Therefore, it is essential for local governments and related organizations to pay attention to this aspect of motivation in the recruitment and cadre development process.

Secondly, continuous coaching through further training can improve the ability of cadres in handling cases of pulmonary TB. Limitations of the Study

This study has several limitations. Firstly, the study was conducted in North Aceh Regency, which may not be representative of other regions in Indonesia. Secondly, the study only analyzed the influence of individual abilities, efforts, and organizational support on the performance of TB Cares Village cadres. Therefore, further studies are needed to explore other factors that may influence cadre performance.
