Introduction

The optimal performance of employees is the desire of every organization, especially in the public sector. High employee work performance not only depends on the internal factors of individuals, but also influenced by external factors such as the characteristics of work and competencies they have. This study aims to examine the effect of work and competency characteristics on the performance of Civil Servants (PNS) in the District of Aceh Tamiang Regency, with the work ethic as an intermediary variable.

Background

The District of Aceh Tamiang Regency is one of the districts in the province of Aceh, Indonesia. The district has a total population of approximately 300,000 people and is known for its rich cultural heritage and natural resources. The district government employs a large number of civil servants who are responsible for providing public services to the community. However, the performance of civil servants in the district has been a concern for the government, as it affects the quality of public services provided to the community.

Research Questions

This study aims to answer the following research questions:

What is the influence of partial work characteristics on the PNS work ethic?
What is the partial competence effect on the Work Ethic of PNS?
What is the influence of partial work characteristics on the performance of civil servants through the work ethic?
What is the partial competence effect on the performance of civil servants through the work ethic?
What is the partial work ethic influence on the performance of civil servants?
What is the influence of work characteristics and competencies simultaneously on the work ethic of civil servants?

Methodology

This study involved all civil servants in the District of Aceh Tamiang Regency, totaling 361 people from 12 sub-districts. Sampling technique using cluster sampling with a minimum sample of 78 people, based on the Yamane formula. Data analysis was carried out using crosstabulation and multiple regression with the help of SPSS software.

Results

The results of this study showed that:

Job characteristics have a positive and significant effect on the work ethic of civil servants. This indicates that civil servants who have challenging, autonomous, and positive job characteristics tend to have a high work ethic.
Competency has a positive and significant effect on the work ethic of civil servants. Meaning, civil servants who have adequate competence in their fields of duties, such as knowledge, skills, and professional attitudes, tend to have a high work ethic.
Job characteristics have a positive and significant effect on the performance of civil servants through work ethic. This finding shows that good job characteristics can improve the work ethic of civil servants, which ultimately has a positive impact on their performance.
Work ethic has a positive and significant effect on the performance of civil servants. This finding confirms that the work ethic is an important factor in achieving optimal performance.
Characteristics of work and competencies directly and simultaneously affect the work ethic of civil servants. This finding shows that both the characteristics of work and competence have an important role in forming the work ethic of civil servants.

Discussion

The findings of this study have several implications for the district government. First, local governments need to pay attention to the characteristics of civil servants' work, by creating a work environment that supports, challenging, and providing opportunities to develop themselves. Second, local governments need to improve civil servant competence through training and development programs that are relevant to work needs. Third, local governments need to create a positive work culture and encourage civil servants to have a high work ethic.

Conclusion

By paying attention to the factors of job characteristics, competencies, and work ethics, it is expected that the performance of civil servants in the District of Aceh Tamiang can continue to increase and provide better public services for the community.

Recommendations

Based on the findings of this study, the following recommendations are made:

Local governments need to create a work environment that supports, challenging, and providing opportunities to develop themselves.
Local governments need to improve civil servant competence through training and development programs that are relevant to work needs.
Local governments need to create a positive work culture and encourage civil servants to have a high work ethic.

Limitations

This study has several limitations. First, the study only focused on the District of Aceh Tamiang Regency, and the findings may not be generalizable to other districts. Second, the study only examined the effect of work and competency characteristics on the performance of civil servants, and did not examine other factors that may influence performance.

Future Research

Future research should examine the effect of other factors on the performance of civil servants, such as leadership style, organizational culture, and job satisfaction. Additionally, future research should examine the effect of work and competency characteristics on the performance of civil servants in other districts and provinces.
