Introduction

The quality of health services at the Puskesmas is a major concern, especially for Askes participants who have the right to receive optimal health services. However, complaints often arise related to the quality of services received by Askes participants, indicating potential deficiencies in managerial capabilities at the Puskesmas. This research aims to examine the relationship between the perceptions of Askes participants regarding managerial capabilities with the quality of health services at the Wih Pesam District Health Center, Central Aceh Regency in 2002.

Methodology

This study uses a survey method with a descriptive cross-sectional design. The research sample was taken as much as 20% of the population of Askes participants who received health services at the Wih Pesam Health Center, without distinguishing the status of staffing (ASN, TNI/Polri, freedom fighters, or retirees) and without considering referrals to hospitals.

Results

The results showed that the perception of Askes participants about technical, human, and conceptual abilities was in a fairly good category. As many as 55.8% of participants assess good technical abilities, 58.1% assess good human ability, and 55.8% assess good conceptual capabilities. Meanwhile, the quality of health services at the Wih Pesam Health Center is categorized as good by 62.8% of Askes participants.

Correlation analysis shows a positive relationship between the perceptions of Askes participants about managerial abilities with the quality of health services. The relationship of perception of technical capabilities with relatively low service quality (R = 0.373, P. Value = 0.14). However, the relationship of perception of human ability and conceptual ability with service quality is classified as strong (R = 0.686, P. Value = 0,000) and moderate (R = 0.537, P. Value = 0,000). Overall, the correlation analysis between the Askes Participants' perception variables about managerial capabilities with the quality of health services at the Wih Pesam Health Center shows a strong correlation (R = 0.637, P. Value = 0,000).

Discussion

These results indicate that managerial abilities, especially in terms of human and conceptual abilities, have a significant influence on the quality of health services at the Wih Pesam Health Center. Therefore, it is necessary to make efforts to improve managerial capabilities at the Puskesmas, for example through structured and sustainable training programs organized by the Health Office or related agencies.

Technical Ability

Includes mastery of knowledge and technical skills in carrying out their duties and responsibilities as the manager of the Puskesmas.

Includes the ability to think strategically, formulate vision and mission, and understand the work systems and processes in the Puskesmas.
Managers with strong conceptual abilities will be able to make the right decisions to achieve the Puskesmas goals.

Managerial ability training is expected to provide significant benefits for the Puskesmas, namely:

Recommendations to Improve Service Quality

To improve the quality of health services at Wih Pesam Health Center, some of the recommendations that can be applied are:

Carry Out Training and Development of Managerial Skills

This training must focus on the three aspects of managerial ability, namely technical, human, and conceptual.
This training must be designed to improve managerial competence in three main aspects.

Building an Effective Monitoring and Evaluation System

This monitoring and evaluation system must involve active participation from Puskesmas staff and ASKES participants.
This system must be designed to monitor the quality of health services at the Puskesmas.

Improving Communication and Transparency

This can be done by providing complete and easy to understand information about health services provided by the Puskesmas.
This can be done by improving communication between Puskesmas staff and ASKES participants.

By making these efforts, it is hoped that the quality of health services at the Wih Pesam Health Center can increase and can meet the expectations of ASKES participants to get quality and quality health services.
