Additionally, research was conducted through interviews with 20 people who sampled from the community and related officials to explore more information about the implementation of PTSL.

Results and Discussion

Based on the results of the study, it can be seen that the legal arrangements regarding PTSL in the Meranti Islands Regency have been regulated through various regulations governing land registration. Although there was an increase in land registration after the PTSL program was carried out in 2017, this figure did not show a significant increase. Before the PTSL program began, only 10% of the total land area, which was around 579.74 hectares or 8,560 parcels of land in the registered Meranti Islands.

The obstacles faced in the implementation of PTSL are internal, such as lack of coordination between agencies, lack of experts in land mapping and measurement, as well as inadequate equipment. In addition, the existence of illegal levies (extortion) is also a serious problem that hinders the process. The proposed solution for internal obstacles is to hold a meeting between related agencies so that there is a better understanding and cooperation in the implementation of PTSL.

For external obstacles, the proposed solution is to hold socialization to the public about the PTSL program. This socialization is important so that the community understands the conditions needed, such as having a clear base of rights, strict land boundaries, and physical control of land in accordance with legal provisions.

Conclusion

Implementation of Complete Systematic Land Registration (PTSL) in the Meranti Islands Regency of Riau Province is an important effort in realizing legal certainty for the community related to land rights. Although it has increased, the challenges in its implementation still need to be handled seriously. Good coordination between agencies and effective socialization to the community is the key to overcoming existing obstacles. With these steps, PTSL is expected to run more effectively and provide greater benefits for the community in the Meranti Islands Regency.
