Introduction

The success of an organization, including bureaucracy, is largely determined by the quality of existing leadership. The way a leader behaves and acts will greatly affect the workings and performance of his subordinates. The phrase "it is the leader who is responsible for the failure of the implementation of a job" shows how important the role of a leader in an agency, especially in government. In this context, this research focuses on the role of a sub-district head in improving bureaucratic performance in the Pancur Batu Sub-District Office in Deli Serdang Regency. The camat has the main task to influence employees by motivating and communicating effectively so that they can work according to the time and purpose to be achieved. How effective the performance of employees is very dependent on the way or attitude of the camat in leading.

The Importance of Leadership in Bureaucratic Performance

Leadership plays a crucial role in improving bureaucratic performance. A good leader can motivate and inspire their employees to work towards a common goal, while a poor leader can lead to demotivation and decreased productivity. In the context of the Pancur Batu Sub-District Office, the camat's leadership style and behavior can have a significant impact on the performance of employees. Effective communication, motivation, and supervision are essential for improving bureaucratic performance.

Methodology

This study uses a descriptive qualitative approach with data collection through interviews and literature studies. The informants in this study consisted of 1 key informant and 22 ordinary informants. The key informant was the camat of the Pancur Batu Sub-District Office, while the ordinary informants were employees of the office. The data was collected through in-depth interviews and analyzed using thematic analysis.

Results

The results of this study showed that the leadership of the Pancur Batu Sub-District Head was now well implemented. Communication, motivation, determination of duties and responsibilities, performance appraisal, and supervision carried out by the Camat run smoothly. The performance and effectiveness of employees' work at the Pancur Batu Sub-District Office is also quite good. This can be seen from the completion of timely work, satisfactory work, and a quick response in providing services to the community. The facilities provided also help and make it easier for employees to complete their assignments. Motivation from superiors and conducive work atmosphere is also a factor in supporting the morale of the employees.

Discussion

This study provides a picture of the importance of good leadership in creating a productive work environment. Effective communication, targeted motivation, and fair supervision can improve the performance and work effectiveness of employees. The success of the Pancur Batu Sub-District Head in applying good leadership principles is a positive example for leaders in other government agencies. The study also highlights the importance of creating a conducive work environment that supports the morale and motivation of employees.
