The Effect of Local Taxes, Regional Levies, and Economic Growth on Regional Financial Independence in Regencies/Cities in North Sumatra Province

Introduction

Regional financial independence is a crucial aspect of local governance, enabling regencies/cities to manage their finances effectively and provide quality services to their citizens. In North Sumatra Province, regional financial independence is influenced by various factors, including local taxes, regional levies, and economic growth. This study aims to examine the effect of these factors on regional financial independence in regencies/cities in North Sumatra Province.

Methodology

This study uses a causal method with a sample of 22 districts/cities each year from 33 districts/cities in North Sumatra Province. The study period took place during 2011-2013. The data used is secondary data obtained from the website of the Ministry of Finance of the Republic of Indonesia Directorate General of Financial Balance (www.djpk.kemenkeu.go.id) in the form of a Realization Report on the Regional Budget (APBD). Data analysis was carried out through a classic assumption test before the hypothesis test. Hypothesis testing in this study uses multiple linear regression with the F test and t test.

Results

The results showed that simultaneously, regional taxes, regional levies, and economic growth had a positive and significant influence on regional financial independence. Partially, regional taxes have a positive and significant effect on regional financial independence. Regional levies also show positive and significant influence on regional financial independence. However, economic growth has no significant influence on regional financial independence.

Deeper Analysis

This finding shows that efforts to increase regional income through regional taxes and regional levies are very important to achieve regional financial independence in North Sumatra. This shows that local governments need to focus on effective fiscal policies to increase regional revenue from the tax and levy sectors.

The Importance of Increasing Regional Taxes and Regional Levies

Regional taxes and regional levies are the main sources of revenue for local governments. The increase in revenue from this sector will increase the ability of the region in financing various development programs and activities. With the existence of strong funding sources, local governments can improve the quality of public services, such as infrastructure, health, and education. Improving public services and effective development programs will have a positive impact on the welfare of the community.

The Role of Economic Growth

Although it does not have a direct influence on regional financial independence, economic growth plays an important role in creating a conducive investment climate, encouraging regional economic growth, and increasing regional income potential.

Recommendation

To achieve regional financial independence, local governments need to optimize tax collection and levy by running educational programs to the public, facilitating access to taxation services, and increasing law supervision and enforcement. Local governments also need to create a conducive investment climate by improving the quality of infrastructure, providing ease of licensing, and offering incentives for investors. Furthermore, local governments need to develop new PAD resources by utilizing the potential of natural resources and increasing the capacity and quality of human resources.

Conclusion

This study provides strong evidence that regional taxes and regional levies have a significant influence on regional financial independence in North Sumatra. Local governments need to continue to strive to increase revenue from the tax and levy sectors, and create a conducive investment climate to support regional economic growth. Thus, regional financial independence can be achieved and the welfare of the community can be realized.

The findings of this study have significant implications for local governments in North Sumatra Province. Firstly, local governments need to focus on increasing revenue from the tax and levy sectors. Secondly, local governments need to create a conducive investment climate to support regional economic growth. Finally, local governments need to develop new PAD resources by utilizing the potential of natural resources and increasing the capacity and quality of human resources.

Limitations of the Study

This study has several limitations. Firstly, the study only examines the effect of regional taxes, regional levies, and economic growth on regional financial independence in North Sumatra Province. Secondly, the study only uses secondary data obtained from the website of the Ministry of Finance of the Republic of Indonesia Directorate General of Financial Balance. Finally, the study only examines the effect of these factors on regional financial independence in regencies/cities in North Sumatra Province.

Future research directions include examining the effect of other factors on regional financial independence in North Sumatra Province. Additionally, future research can examine the effect of regional taxes, regional levies, and economic growth on regional financial independence in other provinces in Indonesia. Finally, future research can examine the effect of regional financial independence on the welfare of the community in North Sumatra Province.
