Introduction

Background

This study employed a qualitative approach to explore the implementation of SP2TP at the Padang Bulan Health Center in 2019. The informant consisted of various parties at the Padang Bulan Health Center, including the Head of the Puskesmas, the SP2TP Coordinator, and the person in charge of health programs such as the data of pain, medicines, nutrition, and the health of the mother and child (KIA). In addition, representatives from the Medan City Health Office were also involved, especially from the planning, evaluation, and reporting sub-section. Data collection methods included in-depth interviews, observation, and documentation.

Results

The results of this study showed that the implementation of recording and reporting at the Padang Bulan Health Center was still carried out manually. Training on SP2TP has never been held, and Puskesmas do not yet have adequate manuals to direct the implementation of the system. In addition, there are obstacles in the timeliness of data reporting to the Health Office. This finding shows a serious challenge in the effectiveness of management of health data in the Puskesmas.

Discussion

The findings of this study highlight the need for improvement in the implementation of SP2TP at the Padang Bulan Health Center. The lack of training on SP2TP and the absence of adequate manuals to direct the implementation of the system are major challenges that need to be addressed. In addition, the obstacles in the timeliness of data reporting to the Health Office need to be resolved.

Recommendations

Based on the findings of this study, the following recommendations are made:

Provision of SP2TP manuals: The provision of SP2TP manuals that can be accessed online is essential to facilitate the understanding and implementation of the system by Puskesmas staff.
Clear explanation of tasks: The Head of the Puskesmas is expected to be able to explain the tasks of each staff member more clearly to improve coordination between the program holder and the SP2TP person in charge.
Routine evaluation meetings: The implementation of routine evaluation meetings on SP2TP is very important to discuss the challenges encountered and formulate the right solution.

Conclusion

In conclusion, the implementation of SP2TP at the Padang Bulan Health Center in 2019 was still carried out manually, indicating a serious challenge in the effectiveness of management of health data in the Puskesmas. The findings of this study highlight the need for improvement in the implementation of SP2TP, including the provision of SP2TP manuals, clear explanation of tasks, and routine evaluation meetings. Through an integrated system and supported by training and clear guidelines, it is expected to create accurate and timely health data, which will ultimately contribute to better decision making in the field of public health.

Limitations

This study has several limitations. Firstly, the study was conducted at a single Puskesmas, which may not be representative of other Puskesmas. Secondly, the study employed a qualitative approach, which may not provide a comprehensive understanding of the implementation of SP2TP.

Future research should focus on the implementation of SP2TP in other Puskesmas to provide a more comprehensive understanding of the challenges and opportunities in the implementation of the system.
