Application of National Library Standards (SNP) 003: 2011 in Medan City Public Library: A Qualitative Analysis

Introduction

Medan City Public Library, located on Jalan Iskandar Muda No. 270, is one of the most important institutions for the people of Medan in accessing information and knowledge. The library plays a vital role in promoting literacy, education, and community development. However, the effectiveness of the library's management system is crucial in ensuring that it meets the needs of its users. This study aims to examine the extent to which the Medan City Public Library has implemented the National Library Standard (SNP) 003: 2011 in its management system.

Background

The National Library Standard (SNP) 003: 2011 is a set of guidelines that outlines the minimum requirements for library management in Indonesia. The standard covers various aspects of library management, including collection development, cataloging and classification, circulation systems, and staff professionalism. The implementation of SNP 003: 2011 is essential in ensuring that libraries in Indonesia provide high-quality services to their users.

Methodology

This study uses a qualitative approach to examine the application of SNP 003: 2011 in the Medan City Public Library. The purposive sampling method was used to determine the object of research, and triangulation of data collection techniques was employed to ensure the validity and reliability of the data. The data collection methods used in this study include interviews, questionnaires, observations, and literature studies.

Results

The results of this study showed that of the 87 SNP 003: 2011 standard items, the Medan City Public Library has implemented 54 items, while 33 other items have not been applied. The implementation of SNP 003: 2011 has had a positive impact on the quality of library services, including collection accessibility, ease of use of facilities, and staff responsiveness.

Limited Resources: The main factor that hinders the full application of SNP 003: 2011 is the limitations of resources, both human resources, budgets, and technology.
Lack of Awareness: Lack of awareness and understanding of the importance of the application of national standards is also an obstacle.
Adaptation Process: The process of adaptation to new and complex national standards also requires significant time and effort.

Recommendations for Increasing the Application of SNP 003: 2011

This study recommends several steps to improve the application of SNP 003: 2011 in the Medan City Public Library:

Conclusion

The application of SNP 003: 2011 in the Medan City Public Library has brought progress, but there are still several standards that have not been applied. The main challenge is the limitations of resources and lack of awareness. Through the recommendations given, it is expected that Medan City Public Library can be more optimal in implementing SNP 003: 2011 to improve the quality of services and become a better center for information and knowledge for the people of Medan.

The findings of this study have several implications for library management in Indonesia. Firstly, it highlights the importance of implementing national standards in library management to ensure that libraries provide high-quality services to their users. Secondly, it emphasizes the need for libraries to allocate sufficient resources, including budget, human resources, and technology, to support the implementation of national standards. Finally, it suggests that libraries should provide comprehensive socialization and training for library staff to ensure that they understand and can apply national standards effectively.

Limitations

This study has several limitations. Firstly, it only examined the application of SNP 003: 2011 in the Medan City Public Library, and therefore, the findings may not be generalizable to other libraries in Indonesia. Secondly, the study used a qualitative approach, which may not provide a comprehensive understanding of the application of SNP 003: 2011 in the library. Finally, the study did not examine the impact of SNP 003: 2011 on the quality of library services, which is an important area of research.
