Introduction

The results showed that the village fund policy program aimed at village development through the provision of funds had not been running optimally. Based on the Village Medium -Term Development Plan (RPJMDes) of Lumban Ruhap which was prepared in 2020, infrastructure development is a top priority in the village development plan. However, if analyzed using a policy evaluation indicator by Samodra Wibawa, an explanation indicator shows suboptimal results, as well as audit and accountability indicators. On the other hand, compliance indicators show good results.

This condition illustrates the discrepancy between expectations and reality in the field. Although village funds are intended to facilitate infrastructure development, the challenges faced by Lumban Ruhap Village indicate problems in terms of planning, implementing, and supervising the use of funds.
