Communication of Population Administration Counseling: Effect on UU Understanding No. 24 of 2013 and Community Participation in North Binjai District

Introduction

Effective communication is a crucial aspect of population administration, as it plays a significant role in increasing public understanding of existing regulations. In Indonesia, Law No. 24 of 2013 is a significant legislation that aims to improve the quality of population administration. However, the level of community participation in implementing this law is still a concern. This study aims to evaluate the impact of population administration education communication on public understanding of Law No. 24 of 2013 and the level of community participation in North Binjai District, Binjai City.

Theoretical Framework

This study is based on several theories, including development communication theory, education communication, socialization, and participation. Development communication theory emphasizes the importance of counseling in facilitating the learning process of society. Education communication theory highlights the role of communication in promoting social change and development. Socialization theory explains how individuals learn and adapt to new ideas and behaviors. Participation theory emphasizes the importance of community involvement in decision-making processes.

Methodology

This study employed a correlational quantitative method, involving 77 participants in the socialization of Law No. 24 of 2013. The total sampling technique was used to select the participants. Data collection was carried out through closed questionnaires and interviews with officials related to population administration. The data collected was then processed using a single table, cross table, and hypothesis analysis using the Spearman correlation coefficient formula.

Results

The results of this study showed two main findings. First, population administration counseling communication has a positive and significant influence on public understanding of Law No. 24 of 2013, with a correlation value of 0.749. This indicates that the better the extension communication, the higher the community's understanding of the regulation. Second, there is a negative influence between population administration extension communication and the level of community participation, with a correlation value of -0.430. This negative influence shows that the population administration process often takes time and incidents of high costs, which in turn can reduce the interest of the community to participate actively.

Discussion

The findings of this study indicate that the effectiveness of population administration extension communication plays an important role in increasing public understanding of existing regulations. When the community understands the contents and objectives of Law No. 24 of 2013, they tend to be better prepared to apply it in everyday life. This is in line with the theory of development communication that emphasizes the importance of counseling in facilitating the learning process of society.

However, problems arise when it comes to the level of community participation. The costs and time required to meet population administration requirements are often a barrier for the community to be actively involved. In this case, the government needs to consider reducing bureaucracy and facilitating more efficient processes so that people are more willing to participate.

Conclusion

In conclusion, the communication of population administration counseling is an important tool in increasing public understanding of Law No. 24 of 2013, but must be accompanied by bureaucratic reform to encourage higher participation. With these steps, it is hoped that the people of North Binjai District can be more active in participating in population administration, as well as understanding their roles and responsibilities in running the law.

Recommendations

Based on the findings of this study, the following recommendations are made:

Improve population administration extension communication: The government should improve the extension communication of population administration to increase public understanding of Law No. 24 of 2013.
Reduce bureaucracy: The government should reduce bureaucracy and facilitate more efficient processes to encourage community participation in population administration.
Involve the community in the counseling process: The government should involve the community in the counseling process itself, so they can feel they have and are encouraged to participate.
Utilize information and communication technology: The government should utilize information and communication technology in counseling to reduce the time and cost constraints faced by the community.

Limitations

This study has several limitations. First, the sample size is relatively small, which may limit the generalizability of the findings. Second, the study only focused on North Binjai District, which may not be representative of other districts in Indonesia. Third, the study only used a correlational quantitative method, which may not capture the complexity of the issue.

Future Research Directions

Future research should aim to address the limitations of this study. For example, a larger sample size could be used to increase the generalizability of the findings. Additionally, a mixed-methods approach could be used to capture the complexity of the issue. Furthermore, future research could explore the impact of population administration extension communication on community participation in other districts in Indonesia.
