Methodology

This study employed a quantitative approach, using a survey research design to collect data from 70 respondents consisting of Financial Administration Officials (PPK-SKPD) and staff in the Finance Section of 35 Regional Work Units (SKPD) in North Sumatra Province. The data collection instrument was a questionnaire that had been tested for validity and reliability. Multiple linear regression analysis was used to process the data and examine the relationships between the variables.

Results

The results of this study showed that simultaneously, HR competencies, the application of financial applications, and the application of government accounting standards had a positive and significant influence on the quality of financial statements. This indicates that an increase in one of these factors will be followed by improving the quality of financial statements. Partially, each variable also shows a significant impact, with HR competence being one of the key factors.

Discussion

The findings of this study suggest that HR competencies play a crucial role in improving the quality of financial statements. High HR competencies can increase understanding and ability to manage financial statements, so as to produce accurate and transparent reports. The application of effective financial applications can accelerate data processing and improve efficiency, while the application of appropriate government accounting standards can ensure that financial statements are prepared in accordance with applicable rules.

Organizational Commitment as a Moderator

Interestingly, this study also found that organizational commitment acts as a moderator that strengthens the relationship between the three independent variables and the quality of financial statements. When the level of organizational commitment is high, the positive influence of HR competencies, the application of financial applications, and the application of government accounting standards becomes more real. This shows the importance of building an organizational culture that supports the development of human resources and the application of appropriate technology to achieve common goals.

Conclusion

In conclusion, this study confirms the importance of HR competencies, the application of financial applications, and the application of government accounting standards in improving the quality of financial statements in the North Sumatra Provincial Government. The results of this study can be a reference for the government to continue to improve financial performance through increasing HR competencies, the application of information technology in financial management, and ensuring that all financial statements follow the applicable accounting standards. This effort is expected to create financial statements that are not only quality, but also reflect transparency and accountability in government.
