Introduction

Education is a vital learning process that enables individuals to acquire knowledge, improve their quality of life, and achieve their goals. However, in reality, there are still many people in Indonesia, particularly the fishing community, who have a low level of education. The richness of abundant marine resources does not always directly translate to their welfare, as the income of fishermen communities is often classified as low, and this has a significant impact on their access to education.

Background

The III Environment of Hajoran Village, Pandan District, Central Tapanuli Regency, is one example of a community with a low level of education. This condition has attracted attention and warrants further investigation to understand the underlying factors. Descriptive research with a qualitative approach was conducted, involving 8 informants, consisting of 1 key informant, 5 main informants, and 2 additional informants.

Based on the field data collected and analyzed, it was revealed that 6 main factors contribute to the low level of education of the fishing community in the III Environment of Hajoran Village:
