Introduction

Regional Original Revenue (PAD) plays a crucial role in the development of local governments, including the Toba Samosir Regency. PAD is a source of income for local governments, which includes local taxes, regional levies, and other valid income. The purpose of this study is to analyze the effect of PAD on the Gross Regional Domestic Product (GRDP) of Toba Samosir Regency in the context of regional development. This study aims to provide insights into the importance of PAD in achieving sustainable development goals.

Background of the Study

The Toba Samosir Regency is one of the regencies in North Sumatra, Indonesia. The regency has a rich cultural heritage and natural resources, which make it an attractive destination for tourists. However, the regency faces several challenges, including poverty, unemployment, and limited access to basic services. The local government of Toba Samosir Regency has been working to improve the living standards of its citizens through various development programs. Methodology

This study uses a time series analysis of eight years (2002-2009) of financial statements of the Toba Samosir Regency Government. The data includes regional income components, such as Regional Taxes, Levies, and Revenues Other valid, as well as GRDP reports in quarterly form. A total of 32 quarters were analyzed to see the pattern of PAD influence on GRDP. The method used in data processing is multiple regression analysis, with secondary data as a source of information.

Results

The results of this study show that local taxes have no significant influence on Toba Samosir Regency GRDP. This is triggered by the low public awareness in paying regional taxes, which should be one of the main sources to fund regional development through the Regional Budget (APBD). Conversely, regional levies and other valid income show a significant effect on GRDP. This indicates that the two sources of income contribute positively in increasing regional economic growth.

Discussion

The results of this study have several implications for the development of Toba Samosir Regency. Firstly, the low public awareness in paying regional taxes is a major challenge for the local government. Increasing public awareness about the importance of paying local taxes is crucial to increase PAD and achieve sustainable development goals. Secondly, the results of this study show the importance of diversifying sources of regional income. Relying on local tax as the only source of income can be a risk if the level of community compliance is low.

Conclusion

In conclusion, this study highlights the importance of PAD in achieving sustainable development goals. The results of this study show that regional levies and other valid income have a significant effect on GRDP, while local taxes have no significant influence. Therefore, the management and optimization of revenue from levies and other income become crucial for the development of the Toba Samosir economy. The local government of Toba Samosir Regency needs to take strategic steps to increase public awareness and strengthen the management of regional income sources to achieve sustainable development goals.

Recommendations

Based on the results of this study, the following recommendations are made:

Increase public awareness: The local government of Toba Samosir Regency needs to increase public awareness about the importance of paying local taxes. This can be done through education and promotion programs.
Diversify sources of income: The local government needs to explore other sources of PAD, especially in the form of levies and legal income, to avoid excessive dependence on taxes.
Strengthen management of regional income sources: The local government needs to strengthen the management of regional income sources, including regional levies and other valid income.
Promote transparency: The local government needs to promote transparency in the management of APBD funds to increase public trust and confidence.

Limitations of the Study

This study has several limitations. Firstly, the data used is secondary data, which may not be accurate or reliable. Secondly, the study only analyzed the effect of PAD on GRDP, while other factors that may influence GRDP were not considered. Finally, the study only focused on the Toba Samosir Regency, while other regencies in North Sumatra, Indonesia may have different characteristics and challenges.

Firstly, future studies can explore the effect of other factors that may influence GRDP, such as infrastructure development, human capital, and institutional factors.
