Introduction

The Indonesian government has been implementing excise policies to generate revenue and control the consumption of certain items, such as tobacco products. However, the effectiveness of these policies in achieving their objectives is still a topic of debate. This study aims to analyze the impact of excise policy, particularly excise tax rates, the amount of tobacco excise, and the amount of fake excise, on domestic revenue in Indonesia. The study uses secondary data in the form of time series from 1985 to 2004, obtained from various sources such as the Ministry of Finance, the Directorate General of Customs and Excise, the Central Statistics Agency, and Bank Indonesia.

Methodology

The study uses a quantitative approach, analyzing the relationship between excise policy variables and domestic revenue. The data used in this analysis are secondary data in the form of time series from 1985 to 2004. The study employs multiple regression analysis to examine the impact of excise tax rates, the amount of tobacco excise, and the amount of fake excise on domestic revenue. The results of the study indicate that the variable excise tariffs, the amount of tobacco excise tax, and the number of fake excise tax have a significant influence on changes in domestic revenue, with a confidence level of 99%. In this case, these variables are able to explain the variation of domestic revenue of 98.15%.

Results

The results of the study indicate that excise tax rates and the amount of tobacco excise tax have a positive influence on domestic revenue with a level of confidence of 95% and 90%, respectively. This means that an increase in excise tax rates and the amount of tobacco excise tax will lead to an increase in domestic revenue. On the other hand, the number of fake excise is negative and not significant on domestic revenue. This suggests that the presence of fake excise does not have a significant impact on domestic revenue.

Contribution of Excise Revenue to Domestic Revenue

The contribution of excise revenue to the total domestic revenue also shows an increase trend every year, with the largest contribution from tobacco excise. In 2004, the contribution of excise to domestic revenue was 7.91%, while the special contribution of tobacco excise was 7.56%. This means that around 95.6% of the contribution of excise revenue comes from tobacco excise. This indicates that tobacco excise is a significant source of revenue for the government.

Implications of the Results

For example, tobacco excise policy not only has an impact on state income, but also related to employment creation. With the development of the tobacco industry, many jobs are open in related sectors, such as agriculture, manufacturing, and distribution.

The excise policy that is well designed can function as a tool to control the consumption of certain items, such as cigarettes, which have a negative impact on public health. Therefore, it is important for the government to review the structure of excise policy and ensure that the resulting revenue does not only focus on economic aspects, but also to improving the quality of life of the community. In order to create a good balance between state revenue and social impacts, a more holistic strategy is needed in excise management.

This study has several limitations, including:
