Introduction

Percut Village, located in Percut Sei Tuan District, Deli Serdang Regency, is renowned for being one of the largest fish-producing regions in the region. The village's geographical location provides a supportive environment for the fisheries sector, making it a significant contributor to the local economy. However, despite its potential, the village faces a pressing issue: poverty. According to data from the Social Service of Deli Serdang Regency, in 2018, most of the population was listed as a very poor family (KSM). This study aims to analyze the fulfillment of the needs of fishermen in this village, considering the economic challenges they face.

Methodology

To collect data, researchers employed a purposive sampling technique followed by cluster random sampling methods. The samples were divided into two groups: ship owners and crew (ABK). The data obtained provided an overview of the income and expenditure faced by each fishermen group. This study aimed to identify the revenue and consumption patterns of fishermen in Percut Village, with a focus on understanding the challenges they face in their daily lives.

Results

The results of the analysis show that:

Ship Owner Revenue

In the east season, the average income of the ship owner is Rp. 742,714, while in the western season, income decreases to Rp 424,408.
Routine costs incurred reached Rp 2,574,816, while the cost did not routinely reach Rp 4,875,000.

The Income of the Crew (ABK)

ABK in the east season generates an average revenue of Rp. 515,357, and in the western season, their income decreases to Rp 294,490.
Routine costs that must be incurred by ABK an average of Rp 1,942,821, with a routine cost of Rp 1,001,786.

Analysis of Revenue and Consumption Patterns

The data obtained indicates that fishermen's income is very fluctuating between two different seasons, namely the east and western season. This may be caused by various factors, including the availability of fish, weather, and market conditions. A significant decline in income in the western season indicates a greater challenge in earning a living at that time.

In addition, when we analyze expenses, it appears that routine and routine costs incurred by the ship owner are much higher than ABK. This shows that the ship owner has a greater responsibility in managing fisheries operations, including ship maintenance and fuel. Conversely, ABK, as a worker, has a lighter cost burden, but remains significant in their limited income context.
