Introduction

Regional autonomy is a concept that has been implemented in Indonesia since 2001, where the central government transfers authority and responsibility to local governments to manage their own affairs. The relationship between the level of independence of the district/city area in North Sumatra Province shows a structured pattern. Nevertheless, the projection for the next five years shows an increase in the ratio of regency/city regional financial independence in North Sumatra Province by 7.91%.

The level of Effectiveness of Regency/City Original Revenue (PAD) in North Sumatra Province in the 2017-2021 period is categorized as very effective. However, projections for the next five years show a decrease in the ratio of the effectiveness of Regency/City PAD in North Sumatra Province by 131.48%.

The level of regency/city regional financial efficiency in North Sumatra Province in the 2017-2021 period is categorized as inefficient. The projection for the next five years shows a decrease in the regency/city regional financial efficiency in North Sumatra Province by 101.98%. Regency/City PAD growth in North Sumatra Province in the 2017-2021 period shows a decline trend.
