Introduction

Motorized Vehicle Tax is a crucial source of regional income, and its payment is a vital responsibility for vehicle owners. In the city of Medan, with the increasing number of vehicles, the existence of adequate government services becomes very crucial so that people can make payment of their vehicle tax easily. One form of service is through an office together with the One-Stop Manunggal Administration System (Samsat). In this study, we will explore how the implementation of a mobile Samsat innovation service has contributed to improving motor vehicle tax payment services, as well as the constraints and solutions faced in its implementation at the South Medan Samsat UPPD.

Research Objectives

This study aims to determine the effectiveness of mobile Samsat innovation services in increasing motor vehicle tax payments at the South Medan Samsat UPPD. In addition, we also want to identify various obstacles experienced by taxpayers when using this system and solutions taken by the implementers to overcome these obstacles.

Research Methodology

The method used in this study is qualitative research. This approach focuses on a deep understanding of the phenomena studied through field data collection. Primary data are obtained through direct observation and interviews with South Medan Samsat UPPD employees and taxpayers. Meanwhile, secondary data were obtained from various documents and reports in the South Medan Samsat UPPD.

Research Findings

Based on the results of the study, we found that the implementation of mobile Samsat innovation services was very effective in improving motor vehicle tax payment services. During the period 2018 to 2020, there was a significant increase in the total tax revenue through a mobile Samsat, with an increase of 7.31% between 2018 and 2019, and an extraordinary surge of 67.63% between 2019 and 2020. This shows that this service innovation succeeded in attracting more taxpayers to fulfill their obligations.

Analysis of Constraints and Solutions

Although significant achievements have been achieved, several obstacles are still faced in the implementation of mobile Samsat. Among these are the lack of public understanding of tax payment procedures through this service, as well as challenges in reaching certain areas that are difficult to access.

In response, the implementer of the mobile Samsat has developed several solutions, such as conducting more intensive socialization to the community through social media and community events. They also increase accessibility by adding more service points that can be reached by taxpayers. This effort not only aims to increase public awareness but also to ensure that everyone has the opportunity to fulfill their tax obligations easily.

The implementation of mobile Samsat innovation services at the South Medan Samsat UPPD shows positive results in improving motor vehicle tax payment services.
