Introduction

Air Batu District in Asahan Regency, North Sumatra, has been designated as one of the centers of people's oil palm plantations. In this area, subsidized fertilizer distribution strategies are very important to support the growth and productivity of oil palm agriculture. This study aims to analyze how to distribute subsidized fertilizer for oil palm farmers in the area. The distribution of subsidized fertilizer is a crucial aspect of agricultural development, as it can significantly impact the productivity and profitability of oil palm farmers.

Methodology

The data used in this study were collected from various sources, including one agricultural office staff in Asahan, two agricultural instructors, four fertilizer shopkeepers, and twenty-four small farmers. The selection of respondents was carried out by the purposive sampling method for office and extension staff, based on their knowledge and responsibilities in the distribution of fertilizers. Meanwhile, shopkeepers and small farmers were chosen with Snowball Sampling techniques, which allowed researchers to reach more informants. This sampling method was chosen to ensure that the data collected was representative of the population and provided a comprehensive understanding of the distribution of subsidized fertilizer in Air Batu District.

Advantages and Challenges of Subsidized Fertilizer Distribution

The results showed that the distribution of subsidized fertilizer in Air Batu has several advantages, especially in terms of timeliness. However, despite good performance, there are several internal challenges faced. The internal weakness factor dominates more than the existing strength. Conversely, external factors show more opportunities than threats. This indicates that although there are challenges in the system, there are external opportunities that can be used to increase fertilizer distribution. The advantages of subsidized fertilizer distribution include timely delivery, which can help farmers to plant and harvest their crops on schedule. However, the challenges faced by the distribution system include internal weaknesses, such as inadequate management and coordination, as well as external threats, such as competition from other fertilizer suppliers.

One of the strategic steps taken by Asahan Agriculture Staff is to make improvements to the distribution management system. This improvement not only includes internal aspects, but also involves collaboration with outsiders such as fertilizer stores and farmers. By utilizing the strengths they have and correct the weaknesses that exist, agriculture seeks to overcome the threats that may arise and maximize the available opportunities. This strategic step is crucial in improving the effectiveness of fertilizer distribution and ensuring that farmers have access to the necessary inputs to increase their productivity.

Conclusion

Through this analysis, it can be concluded that the distribution strategy of subsidized fertilizer in Air Batu District, Asahan Regency, still has space for repairs. Strengthening internal management, increasing cooperation between stakeholders, and the use of external opportunities can be a key in increasing the effectiveness of the distribution of subsidized fertilizer. With these steps, it is hoped that oil palm farmers in this area can gain better access to subsidized fertilizers, which in turn will increase their productivity and have a positive impact on the local economy.
